Ajay Mohan Goel, Judge (Oral) By way of this writ petition, the petitioner has, inter alia, prayed for the following reliefs:- “i) That a writ in the nature of mandamus may very kindly be issued to the respondents Nos. 1 and 2 to process the case of the petitioner for grant of study leave enabling him to join the L.L.B course being conducted by Himachal Pradesh University under old CCS (Leave) 1Whether reporters of the local papers may be allowed to see the judgment? 2 2026:HHC:5764 Rules as existed prior to issuance of Notification dated 07.08.2024. ii) That the respondents may kindly be directed to process the case of the petitioner for grant of study leave under old Central Civil Services (Leaves) Rules, 1972 by directing them to pay full leave salary to the petitioner. Iii) That, in the alternative, if the respondents come with the a plea that the case of the petitioner is to be considered under Notification dated 07.08.2024, then, clause 56(2) of the same pertaining of payment of 40% of leave salary may be quashed and set aside.” 2. In light of the fact that the cause that was agitated by the petitioner stands frustrated with the passage of time, these proceedings are closed without adjudication on merit. However, closure of these proceedings should not be construed as if any adjudication has been made on the issues that were raised in this petition, which are kept open.
