1. The petitioner has filed this Writ Petition under Article 226 of the Constitution of India challenging the legality and validity of the order dated 18-11-2019 passed by the respondent No.3 thereby terminating the petitioner from services in the middle of the contract period which is illegal and arbitrary manner and without providing any opportunity of hearing. He has also challenged the advertisement issued by the RPR on 21-11-2019 against the post that was held by the petitioner before the impugned order (Annexure P/1) was issued.
2. The case of the petitioner is that he was appointed as Guest Lecturer in Chemistry in Mahatma Gandhi Art and Science College, Kharsia, District
2 Raigarh, Chhattisgarh and worked under the respondent No.3 for the academic year 2018-2019 and academic session came to an end in May
2019. However, the respondents refused to extend the services of the petitioner against which he filed a Writ Petition No. 4467 of 2019. In pursuance of the order dated 21-6-2019 passed by this Court the petitioner was again re-instated in service on 6-9-2019 and thus his services were continued upto 18-11-2019. Thereafter, fresh advertisement was issued by respondent No.3 on 21-11-2019 for the post of Guest Lecturer.
3. Learned counsel for the petitioner would submit that by the impugned
order dated 18-11-2019 services of the petitioner were discontinued without giving him an opportunity of hearing which would create an adverse impact in subsequent engagement of Guest Lecturer in different college and would pray for giving some protection to him so that his subsequent appointment may not be adversely affected by the
order dated 18-11-2019.

Learned State counsel would submit that in Mahatma Gandhi Art and Science College, Kharsia, District Raigarh, Chhattisgarh, fresh advertisement has been issued for appointment of Guest Lecturer and in pursuance of the advertisement another set of contractual Guest Lecturers will be appointed as well as on 29-6-2024 the State Government has framed a new policy for appointment of Guest Lecture which is effective from 29-6-2024, therefore, the earlier policy and advertisement at this stage, become ineffective, therefore, this writ petition has become infructuous, which is not disputed by learned counsel for the petitioner.
5. I have heard learned counsel for the parties and perused the record.
6. Considering the facts, the submission made by learned counsel for the petitioner seems to be just and proper. Thus, it is made clear that earlier discontinuation of service of the petitioner while working as Guest Lecturer will not stand as a stigma or any rider even in the fresh appointment or in regular Government appointment.

7. With the aforesaid observation, this writ petition is disposed of. Sd/-
