(2) Since the issue involved in all these writ petitions is identical, therefore, these are being heard and decided together by this common judgment. However, for brevity, facts of Writ Petition (S/S) No. 1103 of 2026 alone are being considered and discussed here. (3) Petitioner is serving on contract as Block Programme Manager in National Rural Health Mission at Munsyari in District Nainital since 9.4.2010 and he is still continuing to serve in that capacity. Grievance raised by the petitioner is regarding increment in remuneration. Petitioner contends that District Programme Manager and State Programme Manager, serving in National Rural Health Mission, were given benefit of increment during Financial Year 2009-10 and 2010-11, however that benefit has not been given to him. By means of this writ petition, petitioner has sought a direction to the competent authority to give him increment for the Financial Year 2010-11. (4) Learned State Counsel submits that although benefit of increment is available only to regular employees, but if what petitioner says is correct, then he can approach the competent authority by making a representation. (5) Writ petitions are, accordingly, 2026:UHC:3082 disposed of by permitting the petitioners to make separate representation to respondent no. 1. If petitioners make such representation highlighting their grievance to respondent no. 1 within two weeks from today, decision thereupon shall be taken, as per law, within four months thereafter.
