This writ petition has been filed by the petitioner seeking a direction to respondent nos.2 and 3 to pass appropriate orders on the application dated 12.12.2024 (Annexure-4 to the writ petition), submitted by the petitioner for conversion of his two State arms licences into an All India Permit Licence, in accordance with law.

It is contended by learned counsel for the petitioner that the petitioner holds two arms licences, i.e., Licence No. 4527 G. Sec., Haldwani, under which he is in possession of a 0.45 bore pistol bearing No. A1-000129, and Licence No.4527 (1) G. Sec., Haldwani, under which he is in possession of a rifle bearing No.166109242, both issued in his favour by respondent nos.2 and 3. Since petitioner is required to travel across the country in connection with his business, he seeks conversion of his licences into an All India Permit Licence. For this purpose, petitioner submitted an application dated 12.12.2024 (Annexure-4 to the writ petition); however, the same has not been decided by respondent no.2 for

consideration, which is creating hardship to the petitioner and he is under threat of his life.

Learned counsel for the petitioner submits that if a direction is issued to respondent no. 2 to decide the aforesaid application dated 12.12.2024 (Annexure-4 to the writ petition) within a time-bound manner, the ends of justice would be met.

The proposition which has been offered by
learned counsel for the petitioner is not opposed by learned State Counsel.

In view of the above, the writ petition is finally
disposed of with a direction to respondent no. 2 to decide the application dated 12.12.2024 (Annexure-4 to the writ petition), filed by the petitioner, within a period of one month from the date of production of a certified copy of this order, strictly in accordance with law, if it has not already been decided.

Pending application, if any, stands disposed of accordingly.
