Adhikari, Advocate has accepted notice on behalf of respondent no. 4. 6. Petitioner is a resident of Mussoorie Town. In this writ petition, filed in public interest, petitioner has raised the issue of unauthorised parking on roadsides in and around Mussoorie and consequent traffic congestion. 7. It is contended that narrow roads, in and around Mussoorie Town, remain chocked because of illegal parking of vehicles on roadside, which cause bottleneck and impedes free flow of traffic creating huge problem for the road using public. It is contended that during weekends, the situation becomes grim and people are stranded on road for hours altogether. Various other issues have been raised in this writ petition, e.g. non-use of Multi Level Parking, which could accommodate more than hundred cars and thus could ease the problem of traffic jams. 8. We are not inclined to issue any 2026:UHC:3139-DB direction in this writ petition, as it is for the State Authorities to manage the affairs and take concrete steps for resolving the problem faced by persons visiting Mussorrie due to illegal parking on roadsides. 9. Having regard to the facts and circumstances of the case, we dispose of the writ petition by directing the Chief Secretary, Government of Uttarakhand to constitute a committee consisting of Secretary (Home), Secretary (Urban Development) and Secretary (Tourism), within two weeks. 10. The said committee will invite suggestions by issuing public notice in local newspapers from all stakeholders, including, Members of the Civil Society, representatives of Hotel Association, Tour & Travel Agents, Street Vendors, Traders Association, representatives of Emergency Services e.g. Fire and Health Department and Municipal Board, Cantonment Board, etc. The committee, after hearing all the stakeholders, shall submit its recommendation to the State Government indicating the steps to be taken for resolving the problem of traffic congestion in and around Mussoorie Town, within eight weeks from the date of constitution of such committee. The State Government shall thereafter take necessary steps, as per the recommendation of the Committee as early as possible. (Siddhartha Sah, J.)
