For a writ of Certiorari quashing the clause no.4 of the Advertisement No.01/2026 (Annexure-3) insofar as it prescribes 01.08.2026 as the cut-ff date for determining the upper age limit for appointment to the post of Civil Servant, on the ground that the impugned fixation of a rigid cut- off date, in the backdrop of persistent failure of 2026:JHHC:8582 2 the respondents to conduct examinations at regular or annual intervals as prescribed in Rule 4(i) of the Jharkhand Combined Civil Services Examination Rules, 2021 (Annexure – 1), operates in an arbitrary, unreasonable and discriminatory manner, drastically reducing the effective number of opportunities and permissible attempts available to the petitioners and similarly situated candidates during the eligible age span of 21 to 35 years, defeats legitimate expectation of fair and periodic recruitment, and thereby violates Articles 14 and 16 of the Constitution of India. ii. For a writ of Mandamus commanding upon the respondents to grant appropriate age relaxation to the petitioners and treat the petitioners as eligible for participation in the examination pursuant to Advertisement No. 01 of 2026 and to re-fix, extend or suitably modify the cut-off date for determination of the upper age limit in a manner that neutralizes the prejudice caused to eligible candidates due to delay and irregularity in conducting examinations and ensures a level playing field and meaningful equality of opportunity in public employment. iii. In the interim to allow the Petitioners to fill up the offline application form and enable the petitioners to participate in the selection process provisionally, subject to the outcome of the present writ petition, so that the Petitioners are not irreversibly deprived of a recruitment opportunity during the pendency of the proceedings.” 2. Heard learned counsel representing the petitioners and learned counsel representing the respondents. 3. Learned counsel representing the respondents at the very 2026:JHHC:8582 3 outset submits that the issue in this writ petition is similar to that of the writ petition being W.P.(S) No.1514 of 2026 (Neelam Kumari Vs. The State of Jharkhand & Ors.), which has been dismissed by this Court vide order dated 27.02.2026, thus this writ petition may be disposed of in view of the order passed in W.P.(S) No.1514 of 2026. 4. Considering the aforesaid submission, I find that the issue involved in this writ petition is similar to the issue involved in W.P.(S) No.1514 of 2026. 5.
