1. Through the instant writ petition, the petitioner seeks issuance of a direction to the competent authority/respondent concerned to unblock GRN No.126679276, restore e-stamp certificate No.RON2025A443, and process and release the refund of stamp duty amounting to ₹3,11,400/-, along with interest.

Learned counsel for the petitioner submits that the petitioner had submitted an application seeking refund of the stamp duty, pursuant whereto the Sub-Divisional Magistrate (Civil), Rohtak, vide letter dated 29.08.2025, requested the office of the Additional Chief Secretary, Revenue and Disaster Management Department, Panchkula, Haryana, for unblocking the GRN (supra). It is further submitted that, despite reminders, no action has been taken by the office of the Additional Chief Secretary and, consequently, the petitioner’s application remains undecided. It is contended that the inaction and lackadaisical approach of the competent authority in taking a decision on the request dated 29.08.2025 has compelled the DEVINDER YADAV 2026.08.19 09:52 I attest to the accuracy and authenticity of this

In view of the innocuous and bona fide prayer made by learned counsel for the petitioner, this Court deems it appropriate, without awaiting a response from the respondents, to direct the Additional Chief Secretary, Revenue and Disaster Management Department, Panchkula, Haryana, to take a final decision on the request dated 29.08.2025 within a period of six weeks from the date of receipt of a certified copy of this order.
