Affidavit of service filed in Court today is taken on record. 2. The petitioner is aggrieved that in spite of being selected on a provisional basis, the petitioner’s candidature for a post under the West Bengal Gramin Bank, which is a rural bank constituted under the Regional Rural Banks Act, 1976, has been rejected. 3. The only ground of rejection is that the petitioner did not have the requisite certificate which is a benchmark parameter for proving his eligibility. 4. One of the certificates submitted by the petitioner is for a period of nine months while the others covering the balance period of three months are rather vague and do not satisfy in what field the petitioner has rendered his service. Page 2 5. This much is clear, that the petitioner has worked for a period of more than a year in several reputed companies. 6. However, the certificates issued by these companies are lacking in material particulars as they do not specify the nature of work done by the petitioner and the period of his employment. Since there is only one post and the petitioner is otherwise qualified, it would sub- serve the cause of justice if the petitioner is given the opportunity to produce certificates which will show that he has worked for the entire tenure of one year in the relevant field for which he has applied. 7. The petitioner will be entitled to obtain such certificate from his erstwhile or present employer(s) and submit the same with the respondent no. 1. However, submission of further certificate should be done by September 12, 2026. 8. I make it clear that this will be subject to any further recruitment process that may have been undertaken for the same post. 9. The respondent no. 2 will accept and consider the fresh certificate(s) of the petitioner by September 30, 2026, if they are submitted by September 12, 2026. 10. With the aforestated directions, the writ petition stands disposed of. 11. There shall be no order as to costs. 12. Urgent photostat certified copy of this order, if applied for, be supplied to the parties upon compliance of all requisite formalities. (Reetobroto Kumar Mitra, J.)
