No.22283/2026, the petitioner is before this Court seeking for the following reliefs: a) Issue a writ in the nature of certiorari to quash the impugned Endorsement dated 14.07.2026 in No.U.No.K.J.P.NA/132/2026- 27 issued by the respondent No.3 vide Annexure-C. b) Issue a Writ in the nature of mandamus or direction, direct the Respondent No.3 to register the Final Decree dated 16.06.2026 passed in O.S. No.2172/2026 drawn by the learned XVII Addl. The endorsement dated 14.07.2026 had been issued on account of the fact that each of the properties did not have an E-Katha or an E-Asthi number and on that basis the Sub-Registrar had indicated that the partition deed in respect of the said property could not be registered. - 10 - HC-KAR CNR: KAHC010494902026 NC: 2026:KHC:44442 WP No. 22221 of 2026 C/W WP No. 22214 of 2026 WP No. 22263 of 2026 AND 1 OTHER 6. Notice having been issued to the respondents, Sri.Pavan Kumar, learned counsel has entered appearance for respondent Nos.4 and 5. His submission is that a draft notification has been issued under Section 13A of the Karnataka Town and Country Planning Act, 1961, proposing certain amendments including amendment to Chapter-VI relating to subdivision of the properties. Taking note of the practical difficulties, the amendment is sought to be introduced in respect of family subdivision of plots having ‘A’ Katha for the entire property. When such ‘A’ Katha is available for the entire property, the subdivision by way of a family partition would be recognized and the property could be registered. 7. His submission is that the said draft regulations are pending objections since objections have been invited.
