In all these writ petitions, the petitioners seek appointments as Gram Panchayat Karmee under various Gram Panchayats in the District of 24 Parganas (North). It is the grievance of the petitioners that, although their names were forwarded by the concerned District Magistrate seeking approval from the State, no steps have been taken by the State to issue appointment letters in their favour. The reports filed by the State before this Court, however, indicate that the proposal was forwarded to the Finance Department by the 2
Panchayat Department by communication dated 7th January, 2011, seeking approval. The Finance Department, however, declined to approve the proposal by communication dated 1st January,
2022. In view of the foregoing, this Court is not inclined to entertain these writ petitions.
Accordingly, the writ petitions, being W.P.A. 5631 of 2025, W.P.A. 5633 of 2025, W.P.A. 5635 of 2025, W.P.A. 5636 of 2025, W.P.A. 5637 of 2025, W.P.A. 5640 of 2025, W.P.A. 5642 of 2025, and W.P.A. 5643 of 2025, stand dismissed. It is, however, clarified that the dismissal of these writ petitions shall not preclude the petitioners from challenging the decision of the State not to approve their appointments. Urgent Photostat certified copy of the order, if applied for, be given to the parties on compliance of all necessary legal formalities. (Kausik Chanda, J.) 3
