For Respondents : Mr.S.Arun Arockiasamy Government Advocate (Crl.Side) ORDER This Writ Petition is filed seeking to issue a Writ of Mandamus directing the respondents to grant permission and police protection to conduct Kabbadi Tournament from 20.06.2026 at about 06.00 a.m. to 21.06.2026 at 05.00 p.m situated at Eamaneswaram Church Street Play Ground, Emaneswaram Village, Paramakudi Taluk, Ramanathapuram District. 2. The learned counsel for the petitioner has sought for permission to conduct Kabbadi Tournament from 20.06.2026 at about 06.00 a.m., to 21.06.2026 at 05.00 p.m., at Eamaneswaram Church Street Play Ground, Emaneswaram Village, Paramakudi Taluk, Ramanathapuram District. The Learned counsel further submitted that the youngsters of the said village has sought the indulgence of this Court, seeking direction to the respondents to permit them to conduct such sports program. 2/6 https://www.mhc.tn.gov.in/judis WP CRL.(MD). No.3172 of 2026 3. The learned Government Advocate submitted that it is not possible to grant permission to conduct Kabaddi program round the clock. He further submitted that the village is a communally sensitive village, where conduct of such programs may give way for communal problems. 4. Heard either sides and carefully perused the materials available on record. 5. From the submissions made by the learned Government Advocate, it is seen that such a program cannot be conducted round the clock. However, the respondent police is directed to grant permission for them to conduct Kabbadi Tournament on 20.06.2026 and 21.06.2026 at about 06.00 a.m., till 10.00 p.m., at Eamaneswaram Church Street Play Ground, Emaneswaram Village, Paramakudi Taluk, Ramanathapuram District. It committee should strictly follow all the mandates and conditions imposed by the second respondent police for the peaceful conduct of the program. No.3172 of 2026 facilitating the police from thwarting any communal problems as anticipated by the respondent police. If any untoward incident happens, pursuant to the said program, the organizers of the program will be held responsible under responsibile for the same. The respondent police is directed to afford necessary protection for the conduct of the said program on payment of necessary charges in terms of G.O(Ms)No.139, Home (Pol-VIII) Department, dated 04.03.2019. 6.
