The petitioner complains of inaction on the part of the respondent WBSEDCL authorities in erecting electricity supply in favour of the petitioner. 2. It is the petitioner’s case that the petitioner had been enjoying the electricity supply at her residential premises earlier since 2012, but such electricity supply got disrupted in September 2025 due to the sudden collapsing of the meter room. 3. It is submitted that thereafter, the petitioner has made representation before the WBSEDCL authorities for restoration of supply but the same has not been done by the respondent WBSEDCL authorities. 2 4. Mr. Sukla, learned advocate appearing for the respondent WBSEDCL authorities files an inspection report and submits that the WBSEDCL authorities have found out that the route through which the petitioner was getting supply earlier is the best feasible route and the respondent WBSEDCL authorities are ready and willing to effect supply in favour of the petitioner from the same route. He submits that they have not been able to do so in view of the objection raised by the private respondents. 5. It is further submitted that the alternative route found is not techno- economically feasible and as it is by the side of a pond, it raises safety issues. 6. Mr. De, learned advocate appearing for the respondent nos. 5-8 submits that electricity line had earlier been drawn through the respondent’s personal land and the same should not be allowed any further. 7. Heard learned advocates appearing for the respective parties and considered the materials on record. 8. It is not in dispute that the petitioner is the daughter-in-law of the 3 private respondent no.5 and the sister-in- law of the respondent nos. 6-8. 9. Since the petitioner had been enjoying electricity connection admittedly since 2012 and the same got disrupted only in September, 2025 due to collapsing of the meter room that led to the disconnection of the electricity supply therefore any dispute as regards the landed property cannot be cited as a ground for withholding electricity supply in favour of the petitioner. 10. Accordingly the WBSEDCL authorities are directed to effect electricity supply in favour of the petitioner following the same route through which petitioner was getting electricity supply prior to the same being disrupted and disconnected in September 2025 within two weeks of the petitioner complying with all necessary formalities and paying all requisite charges, if any. 11. Since the private respondents have raised a dispute as regards the property through which the electricity line has been directed to be drawn to supply electricity to the petitioner, the private respondents shall be free to approach the District Magistrate, Howrah with their grievance seeking shifting 4 of the electricity line from the said plots to some other plots. If such representation is made, the District Magistrate shall pass appropriate orders in terms of Works of Licensee Rules, 2006, upon initiating appropriate proceeding, conducting inspection and giving opportunity of hearing to all the parties including the petitioner, the private respondents and the WBSEDCL authorities. 12. In case the WBSEDCL authorities face any resistance in effecting supply in favour of the petitioner, they shall be entitled to approach the Officer-in-Charge Shyampur Police Station seeking police assistance. If the Officer-in-Charge Shyampur Police Station is approached by the WBSEDCL authorities for the purpose of effecting supply in favour of the petitioner, the said Officer-in-Charge would provide adequate police assistance to the WBSEDCL authorities for effecting such supply in favour of the petitioner. Cost for such police assistance will be borne by the petitioner. 13. It is made clear that effecting electricity supply in favour of the petitioner through the land as foresaid would not 5 create any equity or special right in favour of the petitioner as against the private respondents. 14. WPA 16871 of 2026 stands disposed of. No costs. 15. Urgent photostat certified copy of this order, if applied for, be supplied to the parties subject to compliance with all requisite formalities.
