Following reliefs have been prayed in this petition:- “10.1 Issue writ of Mandamus or any other appropriate writ, order, or direction, directing Respondent No. 02 (The Collector, Rajnandgaon) to conclude the proceedings and pass a final, reasoned order in Revenue Case No. 202510090100004/A-21(1) Year 2025-2026 within a strict time-bound period of two weeks, in accordance with law. 10.2 Issue any other writ, order, or direction as this Hon'ble Court may deem fit and proper in the facts and circumstances of the case to meet the ends of justice.” 2. Learned counsel for the petitioner submits that the petitioner has filed an application seeking permission under Section 165(6) of the Chhattisgarh Land Revenue Code, 1959, which is pending before the competent authority i.e. respondent No.2/Collector, Rajnandgaon. It is submitted that the proceedings have already been considered and the matter has remained pending for passing of the final order for a considerable period. He, therefore, prays for a time-bound direction to the competent authority to decide the said proceedings. 3. Learned State counsel, on instructions, submits that the competent authority shall consider and decide the petitioner's pending application in accordance with law within the time stipulated by this Court. 3 4. Considering the submissions made by learned counsel for the parties and the nature of the grievance raised by the petitioner, this Court is of the view that the pending statutory proceedings cannot be allowed to remain undecided for an indefinite period. 5. Accordingly, without expressing any opinion on the merits of the petitioner's claim, the present petition is disposed of with a direction to respondent No.2/Collector, Rajnandgaon, to decide Revenue Case No. 202510090100004/A-21(1), Year 2024-2025, concerning the petitioner's application seeking permission under Section 165(6) of the Chhattisgarh Land Revenue Code, 1959, within a period of 20 days from the date of receipt of a copy of this order, by passing a reasoned and speaking order, strictly in accordance with law. 6. It is made clear that the revenue authorities exercising statutory and quasi-judicial jurisdiction are under an obligation to decide the applications/proceedings brought before them within a reasonable period. Such applications cannot be kept pending indefinitely or in a prolonged and arbitrary manner, without any lawful or justifiable reason. The competent authority is expected to discharge its statutory duty expeditiously and in accordance with law. 7. It is further made clear that this Court has not expressed any opinion on the merits of the application, and the competent authority shall consider and decide the same independently on its own merits and in accordance with the applicable provisions of law. 4 8.
