The reasoned order passed by the concerned gram panchayat indicates that the disputed pucca structure had been erected without any building plan and, as such, the matter has been referred to the Sub-Divisional Officer under Section 23(5) of the West Bengal Panchayat Act, 1973. The documents are kept on record. 2. Accordingly, the contempt application is disposed of. Contempt proceeding is dropped. 3.
