1. Following reliefs have been prayed in this petition:-
“10.1 Issue writ of Mandamus or any other appropriate writ, order, or direction, directing Respondent No. 02 (The Collector, Rajnandgaon) to conclude the proceedings and pass a final, reasoned order in Revenue Case No. 202507090100021/A- 21(1) Year 2024-2025 within a strict time-bound period of two weeks, in accordance with law. 10.2 Issue any other writ, order, or direction as this Hon'ble Court may deem fit and proper in the facts and circumstances of the case to meet the ends of justice.”
2.
Learned counsel for the petitioner submits that the proceedings in the aforesaid revenue case, relating to the application seeking permission under Section 165(6) of the Chhattisgarh Land Revenue Code, 1959, have already been heard, but the final order has not been passed despite the matter having remained pending for a considerable period. It is submitted that the prolonged pendency of the proceedings is causing serious prejudice to the petitioner. Learned counsel, therefore, prays that a time-bound direction may be issued to the competent authority to conclude the proceedings and pass an appropriate order in accordance with law.

3. Learned State counsel, on instructions, submits that the competent authority shall consider and decide the petitioner's pending application in accordance with law within the time stipulated by this Court.
4. Having heard learned counsel for the parties and considering the nature of the relief sought, this Court is of the view that the grievance of the petitioner deserves consideration.
5. Accordingly, without entering into the merits of the claim of the petitioner, the present petition is disposed of with a direction to respondent No.2/Collector, Rajnandgaon, to conclude Revenue Case No. 202507090100021/A-21(1), Year 2024-2025, and pass an appropriate, reasoned and speaking order on the petitioner's application seeking permission under Section 165(6) of the Chhattisgarh Land Revenue Code, 1959, within a period of 15 days from the date of receipt of a copy of this order, strictly in accordance with law.
6. It is observed that the revenue authorities exercising statutory/quasi-judicial jurisdiction are under an obligation to decide the applications/proceedings brought before them within a reasonable time. Such proceedings cannot be kept pending indefinitely or in a prolonged and arbitrary manner, particularly after the matter has been heard, without there being any lawful justification for such pendency.
7. It is made clear that this Court has not expressed any opinion on the merits of the petitioner's claim, and the competent authority shall take its decision independently, in accordance with law.
