JUSTICE S.R.KRISHNA KUMAR ORAL ORDER In this petition, petitioner is aggrieved by the impugned Official Memorandum at Annexure – L dated 03.11.2025 issued by respondent No.3 – Executive Officer of the Panchayat to respondent No.4, who is the Panchayat Development Officer of Kattalagere Gram Panchayat. According to learned counsel for the - 3 - HC-KAR NC: 2026:KHC:18959 WP No. 35156 of 2025 petitioner, the said Endorsement would affect the petitioner, who is before this Court by way of the present petition. 2. Per contra, learned counsel for respondent Nos.2 to 4 – Panchayat submits that in pursuance of aforesaid Official Memorandum at Annexure – L dated 03.11.2025, respondent No.4 has not taken any decision nor passed any orders as on date. Under these circumstances, I deem it just and appropriate to dispose of this petition by issuing certain directions. 3. In the result, I pass the following: ORDER (i) The petition is hereby disposed of. (ii) Petitioner is directed to appear before respondent Nos.3 and 4 on 27.04.2026. (iii) Liberty is reserved in favour of the petitioner to file its reply, pleadings, documents, etc., before the respondent Nos.3 and 4, who shall consider the same and provide sufficient and reasonable opportunity to the petitioner and hear him and thereafter proceed further in pursuance of - 4 - HC-KAR NC: 2026:KHC:18959 WP No. 35156 of 2025 Annexure – L dated 03.11.2025 and take appropriate decision / pass appropriate orders, in accordance with law. (iv) It is further directed that till respondent Nos.3 and 4 take appropriate decision / pass appropriate orders pursuant to the petitioner appearing on 27.04.2026, the respondent Nos.2 to 4 shall not take any precipitative / coercive steps against the petitioner.
