2. The order of the Controlling Authority dated 31.10.2023 is called into question in this writ petition on several grounds as set out in the memorandum of writ petition.
3. Counsel for the respective parties urged several contentions. Heard the arguments and perused the papers with care.
4. The order of the Controlling Authority is furnished along with the writ petition and the same is marked as Annexure - E. As against the order of the Controlling Authority,

a litigant has to approach the Appellate Authority by filing an appeal. In the present case, the petitioner without exhausting the statutory remedy has directly invoked the writ jurisdiction. It is impermissible in law. Hence, I decline to exercise power under writ jurisdiction.
5. Accordingly, the writ petition is dismissed. Because of dismissal of the Writ Petition, interim order granted if any stands discharged and pending interlocutory applications if any are disposed of.
