Learned advocate representing petitioner prays for leave to file affidavit-of-service in course of this day. 2. Petitioner being the President of West Bengal Pradesh Samajwadi Party has approached this Court with the present writ petition, inter alia, seeking direction upon the concerned police authorities which would permit petitioner to organize cultural events including presentation of Patriotic songs and National Flag Hoisting ceremony today, 14th August, 2026 from 7 PM onwards. 3. It is submitted that an application was made on 31st July, 2026 to Officer-in-Charge, Shibpur Police Station, Howrah by email but till date no decision is taken on such application. 4. Learned advocate representing State respondents on instruction submits that venue selected by the petitioner for organizing programme on 14th August,
2026 is beside Ramkrishnapur Road, Howrah. 5. According to police authorities programme needs to be organized in a manner which will not block Ramkrishnapur Road so that vehicles can ply on such road. 6. Learned advocate representing petitioner submits that programme will be organized in a fashion which will not block Ramkrishnapur Road and gathering is to be regulated accordingly. 7. In view of such submission made on behalf of parties, petitioner is permitted to organize programme subject to following conditions:- i) Petitioner shall share mobile numbers and particulars of five volunteers with Officer-in-Charge, Shibpur Police Station, Howrah being respondent no.4 today by 6 PM who will be responsible for complying with directions passed by this Court; ii) Petitioner shall organize programme in a manner
which
will
not
block Ramkrishnapur Road and Road shall be kept free for vehicular movement as well as for pedestrians; iii) Petitioner shall not use DJ and sound limit shall be adhered to; iv) Petitioner shall not use crackers causing noise pollution; v) Petitioner shall organize programme in a 2
manner
which
will
not
cause inconvenience to the local residents. vi) Officer-in-Charge, Shibpur Police Station, Howrah being respondent no.4 is directed to depute police personnel to maintain law and order and to see that no untoward incident takes place. 8.
With the aforesaid directions, writ petition stands
disposed of.
9. Learned advocate for the petitioner is directed to communicate this order to Officer-in-Charge, Shibpur Police Station, Howrah being respondent no.4 immediately without waiting for server copy of the
