In spite of service, none appears on behalf of the college authorities. 3. The petitioner is a Group-D (Peon) in Scheduled Caste category in Sagarpur Sir Ashutosh High School (HS) since 2013. The petitioner had made an application for transfer sometime in 2022, which was duly forwarded by the School Authorities by issuing a No Objection Certificate (NOC) to the respondent no. 5. The respondent no. 5 in its turn has forwarded the same to the respondent no. 4 sometime in the year 2021. The same is pending consideration before the Commission. 2 4. Dr. Patra, learned Advocate appearing for the respondent no. 4, submits that the pendency is on account of suspension of the Utsashree portal. 5. The respondent no. 4 is directed to consider the application in accordance with law and dispose of the same by May 15, 2026 and communicate the result of such consideration to the petitioner as well as to the school authorities by the afore-stated date. 6. The suspension of ‘Utsashree Portal’ will not be an impediment for the concerned authorities to consider the application for transfer of the petitioner. The same shall be considered in an offline mode. 7. With these afore-stated directions, the writ petition is disposed of. 8. There shall, however, be no order as to costs. 9. Urgent Photostat certified copy of this order, if applied for, be supplied to the parties upon compliance of all requisite formalities. (Reetobroto Kumar Mitra, J.) 3
