Petitioners are serving as daily wager in Alaknanda Soil Conservation Forest Division, Gopeshwar for last more than 30 years, but, their claim for regularisation as well as minimum of pay scale is not being considered. 4. As per the pleadings made in the writ petition, petitioner no. 1 was appointed in 1991; while, petitioner no. 2 was appointed in 1996. 5. Learned counsel for the petitioners submits that after rendering such long continuous satisfactory service as daily wager in Forest Department, petitioners have earned the right not only to get minimum of pay scale, but also the right to be regularised against a sanctioned post. 6. Learned State Counsel submits that petitioners can approach the competent authority by making representation and the competent authority will examine their claim for minimum of pay scale. 7. Learned counsel for the petitioners submits that petitioners have made representation from time to time, but, 2026:UHC:3020 they may be permitted to make separate fresh representations. 8. The writ petition is, accordingly, disposed of by permitting petitioners to make separate representation(s) to the concerned Divisional Forest Officer. If they make representation(s) within two weeks from today, decision thereupon shall be taken, as per law, within three months thereafter. The concerned Divisional Forest Officer shall examine petitioner’s eligibility for regularisation and if they are found eligible, then their case shall be referred to the Regularisation Committee, constituted under Regularisation Rules, 2013, as amended in 2025.
