Petitioner was engaged on contract for one year for discharging duties as Administrative- cum-Accounts Officer in Sparsh Ganga Board in the month of February, 2011, and his term of engagement was extended from time to time. He served in that capacity till 2017, and thereafter his term was not extended any further. 3. In this writ petition, petitioner has challenged order dated 27.08.2020, passed by Secretary, Department of Culture, Government of Uttarakhand. By that order, petitioner’s claim for absorption on the post of Administrative- cum-Accounts Officer was rejected by referring to a Government Order dated 27.04.2018, which provides that no fresh engagement on contract, daily wages or ad-hoc basis shall be made without prior permission of the State Government. Feeling aggrieved by the rejection order, petitioner has approached this Court. 4. Learned State Counsel submits that petitioner is no more in employment after 2017; 2026:UHC:2760 ‘Sparsh Ganga Board’ has been dissolved in 2017 and ever since its dissolution, petitioner is out of employment and a new Ganga Rejuvenation Committee has been constituted by the Central Government vide notification dated 07.04.2017 in place of Sparsh Ganga Board. 5. Learned counsel for the petitioner then submitted that Mr. Manoj Panuili and Mr. Saurav Badola, who were also engaged on contract as Computer Operator in Sparsh Ganga Board, were engaged on contract in Directorate of Culture vide order dated 31.10.2017, therefore petitioner is also entitled for similar benefit. 6. Learned State Counsel submits that if petitioner is interested in serving on contract in culture department, then he can approach the competent authority by making representation. 7. The writ petition is, accordingly, disposed of with liberty to petitioner to make representation for his re-engagement to the Secretary, Culture, Government of Uttarakhand. If he makes representation within one week from today, decision thereupon shall be taken as per law, within two months thereafter.
