Learned counsel for the petitioner submits that the petitioner has been denied 10 bonus marks in the recruitment process for appointment to the post of Rural Health Coordinator (Male), in terms of the directions dated 10.01.2023, despite the petitioner JYOTI SHARMA Digitally signed by JYOTI SHARMA Date: 2026.09.03 16:51:07 +0530
2 / 3 having rendered the requisite services during the COVID-19 pandemic in a Government health institution and having obtained an experience certificate from the competent authority. He submits that the benefit has been denied only on the ground that the petitioner was not appointed by the State government. It is further submitted that the petitioner was working at the Regional Leprosy Training & Research Institute, Raipur, which, though a Central Government institution, was taken over by the State Government during the COVID-19 pandemic period. 2. Learned State counsel, opposing the aforesaid submission, submits that the petitioner is not entitled to the benefit of 10 bonus marks on the basis of the directions dated 10.01.2023, as the said directions specifically provide that the benefit of 10 additional bonus marks shall be extended only to those employees who were appointed by the State Government and rendered services during the COVID-19 pandemic. Since the petitioner was not initially appointed by the State Government, he is not entitled to the benefit of the said bonus marks. 3. At this stage, learned counsel for the petitioner submits that the petitioner may be permitted to submit a representation before the Director, Health Services, seeking consideration of his claim for grant of 10 bonus marks in the recruitment process for the post of Rural Health Coordinator (Male), particularly in view of the fact that the petitioner was serving at the Regional Leprosy Training & Research Institute, Raipur, which, though not owned by the State Government, was taken over by the State Government during the COVID-19 pandemic period. 3 / 3
4. Learned State counsel submits that, in the event the petitioner submits such representation, the same shall be considered and decided in accordance with law within a period of four weeks. 5. I have heard learned counsel for the parties and perused the material available on record. 6. In view of the submissions made by learned counsel for the parties, the petitioner is directed to submit a representation before the Director, Health Services/Respondent No.2 within a period of 10 days from today.
In the event such representation is filed, Respondent No.2 shall consider and decide the same, in accordance with law, by passing a reasoned and speaking order, within a period of four weeks from the date of receipt of a copy of this order. 7. With the aforesaid direction, the present writ petition stands
