The petitioners are aggrieved by the alleged refusal of the mutation application proposed to be submitted by them by the Tahasildar, Chandabali for mutation of the land. No reasons have been indicated. In fact, the application itself appears to have not been accepted. 4. This Court has time and again held that the Tahasildar being a functionary under the statute cannot refuse to accept the mutation application submitted for mutation of land. Though, the decision whether to mutate it or not can be taken by him. 5.
