At the outset, learned counsel for the petitioners would submit that issues involved in the present petition has already been considered and decided by this Court in an identical matter i.e. WPS No.7714/2024 (Ranjit Banarjee & Ors Vs. State of C.G. & Ors) & other connected matters, decided on 30/04/2026. He further submitted that since the facts and issue involved in the present case is identical to that of WPS No.7714/2024, this petition may also be disposed of in the same terms. 2. Learned counsel for the State submits that the aforesaid writ petition has been disposed of by this Court with a direction to the State to undertake a comprehensive, conscious and reasoned reconsideration of the entire issue relating to the determinative date of appointment and reckoning of qualifying service for pensionary purposes in respect of employees like the petitioners, whose service commenced as Shikshakarmis and culminated in absorption into regular government service. 3. I have heard learned counsel for the parties, perused the pleadings and documents. 4. Having considered the submissions made by learned counsel for the parties and having gone through the materials on record, it is evident that the facts and issues involved in the petition is identical to WPS No.7714/2024, this Court deems it appropriate to dispose of the instant petition in similar terms of the order dated 30/04/2026 passed in WPS No.7714/2024. In the said decision, this Court observed thus:- “32. Consequently, without expressing any opinion on the merits of the rival claims of the parties, and without adjudicating upon the validity of the impugned Clauses 4 and 6 of the order dated 30.06.2018 or the order dated 24.06.2024, this Court deems it appropriate to dispose of the present batch of writ petitions in terms of the directions issued in WPS No.777/2021. 33. Accordingly, the respondent-State is directed to undertake a comprehensive, conscious and reasoned reconsideration of the entire issue relating to the determinative date of appointment and reckoning of qualifying service for pensionary purposes in respect of employees like the petitioners, whose service commenced as Shikshakarmis and culminated in absorption into regular government service. While undertaking such exercise, the State shall take into account all relevant considerations, including the continuity of service, nature of duties performed, source of salary, administrative and disciplinary control, and the constitutional mandate of equality, fairness and non- discrimination under Articles 14 and 16 of the Constitution of India. 34. The State Government shall also ensure that the decision so taken is clear, categorical, uniformly applicable to all similarly situated employees, and is supported by cogent reasons in the form of a speaking order, so as to obviate further ambiguity and litigation. It is further directed that such decision shall be taken and communicated within a period of 120 days from the date of receipt of a copy of this order. 35. It is made clear that all contentions of the parties on merits, including those relating to entitlement, applicability of pension rules, delay and laches, estoppel, and financial implications, are left open to be considered by the State Government while undertaking the aforesaid exercise, and, if necessary, in any subsequent proceedings that may arise pursuant to the decision so taken. 36. With the aforesaid observations and directions, all the writ petitions, namely WPS No.7714/2024, WPS No.8475/2024 and WPS No.674/2025, stand disposed of.” 5. Accordingly, the present writ petition is disposed of in terms of the order dated 30/04/2026 passed in WPS No.7714/2024 (Ranjit Banarjee & Ors Vs. State of C.G. & Ors) & other connected matters.
