1. The present petition has been filed by the petitioner under Articles 226/227 of the Constitution of India, seeking a writ of certiorari for quashing the order dated 30.06.2026 (Annexure P-1), issued by respondent No.2, whereby the petitioner has been transferred from DS Sub Division Jastarwal, DS Division Ajnala, District Amritsar to DS Sub Division Khemkaran, DS Division Bhikhiwind, District Tarn Taran. Further, seeking issuance of a writ of mandamus directing the respondents to allow the retention of the petitioner at his present place of posting.

Learned counsel for the petitioner submits that the petitioner, who is due to retire on 31.12.2026 and has left the service of only 05 months, has been ordered to be transferred in violation of the policy dated 16.12.2019 (Annexure P-2), clause (b) of which provides that the employees, who are due to retire within the next one year may be allowed to continue at the same station (except on promotion/ administrative ground/personal request). He further submits that against the order of transfer, the petitioner has also submitted representation dated 18.07.2026 (Annexure P-3) to the respondents which is still pending consideration and the petitioner is still continuing on his earlier place of posting. CWP-22871-2026 -2- respondents to consider and decide the said representation, by passing a speaking order, in a time bound manner.
3. Notice of motion.
4. Mr. Arpandeep Narula, Advocate has put in appearance and accepts notice on behalf of the respondents-PSPCL. He has no objection to the innocuous prayer made by learned counsel for the petitioner.
5. I have heard learned counsel for the parties and have gone through the record of the case.

Without going into the merits of the case at this stage, the present petition is disposed of with a direction to respondent No.1 to consider and decide representation dated 18.07.2026 (Annexure P-3) submitted by the petitioner expeditiously, by passing a speaking order after affording an opportunity of hearing to the petitioner, preferably within a period of 03 months from the date of receipt of certified copy of this order. Further, the decision taken thereon shall be conveyed to the petitioner.
7. Till the disposal of the representation dated 18.07.2026 (Annexure P-3), the impugned order dated 30.06.2026 (Annexure P-1) shall not be given effect to, qua the petitioner.
