By way of this petition, the petitioner seeks the following reliefs : (i) That, this Hon'ble Court may kindly be pleased to call for the entire records from the possession of the respondent authorities pertaining to the case of the petitioner for its kind perusal. (ii) The Hon'ble Court may kindly be pleased to allow the petition and direct the respondent authorities to pay the outstanding bills of Rs. 16,38,045/- to the petitioner with interest @ of 18% per annum since 2021 to till date. (iii) The Hon'ble Court may kindly be pleased to direct the respondent authorities to pay the compensation amount to the petitioner whatever is appropriate. (iv) Any other relief or reliefs which this Hon'ble Court may deem fit or proper in the facts and circumstances of the case including cost of the litigation. 3 2. Learned counsel for the petitioner submits that the petitioner , on the basis of the orders passed by the respondent authorities, supplied nursery seeds to respondent No.4 and duly submitted the corresponding bills before the authorities concerned. However, despite the supplies having been made during the period from 2021 to 2023, the payment for the same has not been released. Hence, after repeated requests yielded no result, the petitioner served a notice under Section 80 of the Code of Civil Procedue, 1908 (in short “the CPC”) upon the authorities concerned on 29.6.2026. 3. Learned counsel for the State submits that since the petitioner has already issued a notice under Section 80 of the CPC, the same may be treated as a representation. He submits that the competent authorities will consider and decide the said representation in accordance with law, after due verification of the claims regarding the alleged supply of goods/articles. 4. Considering the facts and circumstances of the case, instead of keeping this writ petition pending, the matter is remitted to the concerned respondent authorities, to consider the notice/representation issued under Section 80 of the CPC and decide the same in accordance with law, after due verification of the records. However, considering the petitioner’s assertion that the supplies pertain to the years from 2021 to 2023 and substantial time has already elapsed, the authorities concerned are directed to complete the verification process and pass a 4 reasoned order thereon within a period of 60 days from the date of receipt of a certified copy of this order. 5. It is made clear that this Court has not expressed any opinion on the merits of the case and the authorities concerned shall consider and decide the representation of the petitioner and pass appropriate orders in accordance with law. 6.
