ORAL JUDGMENT
(PER: HON'BLE MRS. JUSTICE ANU SIVARAMAN)
This Contempt of Court Case is filed alleging non- compliance of the
order dated 18.11.2022 in W.P.No.22663/2022. The directions issued therein, read as follows:
“2. Learned AGA on request appearing for the official Respondents expresses apprehension as to there being spurious document relating to these alleged claims, as has been observed by this Court day in & day out and therefore, if liberty is kept open to ascertain the genuineness of the documents, there would not be much difficulty in considering petitioners representation in accordance with law. This is absolutely fair.
In view of the above, writ petition is disposed off. Time for compliance is three months. All contentions are kept open. It is open to the answering Respondents to solicit any information or documents from the Petitioners side subject to the rider that in the guise of such solicitation, delay shall not be brooked. Costs made easy.”

2. The learned Additional Government Advocate has filed an affidavit along with a copy of an endorsement dated 31.01.2026 and submits that the directions have been complied with. However, the learned counsel for the complainant would submit that the compliance is not proper and it is after a lapse of more than four years that the order has been passed.
3. We are of the opinion that the correctness of the endorsement has to be considered in appropriate proceedings and cannot be proceeded within this Contempt of Court Case.
4. In the above view of the matter, the Contempt of Court Case is closed, leaving open all the contentions of the complainant and with liberty to the complainant to challenge the endorsement, in appropriate proceedings.
5. Notice, if any, issued shall stand discharged.
