According to petitioner, he is carrying on business in the name and style of “CLOCO CAFE” at Peters Road, Royapettah, Chennai, wherein flavored hookah is sold. The petitioner has registered the business under the GST Act and he has also obtained requisite licence from the Food Safety and Standards Authority of India, Government of Tamil Nadu on 24.02.2026. He submitted that the sale of flavored hookah, is not prohibited under law. Even after the petitioner sent a representation on 18.05.2026, the respondent Police have been interfering with his business activities. Hence, the present petition has been filed. 3. The learned Government Advocate (Crl. Side) submitted that the petitioner submitted a representation dated 18.05.2026 to the respondents requesting not to harass him. However, the said representation does not disclose any specific instance of alleged harassment, nor does it indicate the date, time, or manner in which the Police had entered into the petitioner’s premises or interfered with his business activities. The representation was submitted merely as a pre-emptive measure. He further submitted that a memorandum has been issued by the Deputy Commissioner of Police to the Inspector of Police, Royapettah stating that a hookah Bar, was being operated without a valid licence in the restaurant known as “Glogs Cafe” situated at Royapettah. The Inspector of Police, E2 Royapettah forwarded the said communication to D2 Anna Salai, Police Station for want of territorial jurisdiction. He further submitted that as on date, the Police not even called the petitioner for any enquiry. 5. Recording the submissions of the learned Government Advocate (Crl.
