By way of filing this writ petition, the petitioner prays for grant of Caste Certificate mentioning him as “Dangi” as according to him, the Government has taken a decision to issue a Caste Certificate of Koeri, Kushwaha in the nomenclature of Dangi. The prayer of the writ petition is as follows:- “For issuance of an appropriate writ/s, order/s, direction/s in the nature of mandamus and certiorari commanding upon the respondents to issue caste Certificate in “Dangi” in light of letter no.1853 dated 26.02.2015 under which the Government has taken decision to issue caste certificate of “Koeri, Kushwaha” in Nomenclature of “Dangi”. 3. It is the case of the petitioner that petitioner admittedly, is “Koeri, Kushwaha”, but he claims that his Caste Certificate be issued in the name of “Dangi”. 4. From the prayer, the petitioner is trying to impress this Court that in Letter No.1853 dated 26.02.2015, the Government has taken decision to issue Caste Certificate of “Koeri, Kushwaha” in nomenclature of “Dangi”. The aforesaid letter being Letter No.1853 dated 26.02.2015 is at Annexure-6 to this writ petition. 5. I have gone through the aforesaid letter. In the aforesaid letter neither the word ‘Dangi” appears nor the word “Koeri, Kushwaha” appears. This letter does not even remotely suggest that the Government has taken any decision to issue caste certificate to “Koeri, Kushwaha” as “Dangi”. In the aforesaid letter, mere procedure has been prescribed in relation to issuance of Caste Certificate. Thus, the prayer made by the petitioner is absolutely misleading. 6. Further, learned counsel for the respondents bring to the notice of this Court that the petitioner is “Koeri, Kushwaha”. He submits that both caste “Koeri, Kushwaha” and “Dangi” are different as it is apparent from Annexure- A of the counter affidavit, which is Draft Central List of Jharkhand. By referring to the list, he submits that Caste “Dangi” is at Serial No.27 and Caste Kushwaha (Koeri) is at Serial No.69. As per him, both the castes are different. 7.
