Presently, it has been made known to the Court that the Utshasree portal dealing with the transfer applications has been functional. 3. In view of the above, the instant writ petition is disposed of with the observation that it will be open for the petitioner to apply afresh in the online Utshasree portal. 4. If the online portal is not functional, then offline application may be made. 5. The authority shall consider the online/offline application in accordance with law at the earliest. 6. All parties are to act on the server copy of this order duly downloaded from the official website of this Court. 7.
