The petitioners have filed the present petition as a public interest litigation, inter alia, praying as under: "(a) Call for the records from the Respondents; (b) Issue a writ of MANDAMUS directing the Respondents to implement the Order bearing No.OE PO CE 2014, Bengaluru dated 08/03/2017 effectively; ANNEXURE-A. (c) Issue a writ of MANDAMUS directing the Respondent no.1 to recover the salary from the officials who have been using the 'Orderly' system after 08/03/2017; ANNEXURE-A; (d) Pass such other order or orders as this Hon'ble Court deems fit in the facts and circumstances of this case in the interest of justice and equity." 2. The petitioners refer to a Government Order dated 08.03.2017, whereby the Government accorded sanction for appointing 'Followers' and providing Substitute Allowances in place of ‘orderlies’ attached to Senior Police officials. The said order was issued in the context of Armed Police Constables being attached to Senior Police Officers as Orderlies. The order indicates that, since the police staff had been trained in their specific duties and there - 4 - HC-KAR CNR: KAHC010320872021 NC: 2026:KHC:42761-DB WP No. 16203 of 2021 was a scarcity of trained staff, it was considered expedient to appoint Followers instead of Orderlies. 3. The petitioners have filed the present petition claiming that the said order has not been implemented. 4. The learned Additional Government Advocate appearing for the respondents has filed a memo dated 21.04.2026 enclosing an order dated 19.02.2026, which directs that the orderly system in the Police Department be revised with immediate effect and sanctions the appointment of Followers and the payment of allowances as indicated in the said order. 5. In view of the said order, revamping the orderly system, no further orders are required to be passed by this Court.
