WPMB/248/2026 Hon’ble Manoj Kumar Tiwari, J. Hon’ble Pankaj Purohit, J.
Mr. Prasson Dhariyal, Advocate, holding brief of Mr. Vikas Pande, Advocate for the petitioner.
2. Mr. Yogesh Chandra Tiwari, Standing Counsel for the State of Uttarakhand.
3. Petitioner is aggrieved by rejection of his technical bid, vide
order dated
21.03.2026. Perusal of the Bid Evaluation Report reveals that the employer had required the information about satisfactory completion of electrical works; while, petitioner gave information about experience earned by him while executing a water supply scheme. The tender document containing the conditions, which every bidder was required to meet, is not part of record.
4. Learned State Counsel submits that the Financial Bids have also been opened.
5. Since there is no material available on record to test whether rejection of petitioner’s technical bid was unjust or arbitrary, therefore, we do not find any scope for interference in the matter.
6. The writ petition fails and is dismissed. There shall be no order as to costs.
