The tender document containing the conditions, which every bidder was required to meet, is not part of record. 4. Learned State Counsel submits that the Financial Bids have also been opened. 5. Since there is no material available on record to test whether rejection of petitioner’s technical bid was unjust or arbitrary, therefore, we do not find any scope for interference in the matter. 6.
