Mr. Prashant Singh, Advocate for the petitioner. 2. Mr. Suyash Pant, Standing Counsel and Ms. Swati Verma, Brief Holder for the State of Uttarakhand. 3. Petitioner claims to be Vice President of Scholars Educational and Welfare Society, which is registered under Societies Registration Act with the Registrar. 4. By means of this writ petition, petitioner has sought the following reliefs:- “i. Issue a writ, order or direction in the nature of Mandamus directing the Deputy Registrar, Societies, Firms and Chits, Dehradun to decide the representation dated 13.06.2024 (Annexure no. 3 Page no. 16) and subsequent representation submitted by the petitioner within a fixed time period. ii. Direct the respondent authority to conduct an inquiry into the illegal changes in the office bearers, members list and bye-laws of Scholars Educational and Welfare Society. 5. The representation, which allegedly is pending consideration before the Sub Registrar goes on to say that petitioner has become acting President upon demise of the President and petitioner is getting rumours regarding change in the composition of the society and the Sub Registrar was requested to allow any change in society only after verification 2026:UHC:2699 of all the members. 6. Learned State Counsel submits that the writ petition is without any cause of action, as the representation has been made by the petitioner based on some rumours and petitioner himself is not able to show as to whether any change has been brought about in the composition of the society. 7. This Court finds substance in the submission made by learned State Counsel. The representation enclosed as Annexure-3 and the subsequent representation enclosed as Annexure-4 do not disclose any cause of action for which the Sub Registrar may be directed to decide the issue. 8. The writ petition is, accordingly, dismissed as premature with liberty to the petitioner to make appropriate representation, if he has any cause of action available under the law.
