The petitioner alleges that the private respondent is raising unauthorized construction by filling up water body and without obtaining sanction from the concerned Panchayat. The petitioner submitted a representation in this regard before the concerned authority on May 11, 2026 which is yet to be considered. The petitioner seeks consideration of the same. Learned counsel for the private respondents produces documents which demonstrate that a conversion certificate has been issued by the Block Land and Land Reforms Officer by virtue of which the pukur par has been converted to Bastu. The private respondent has been raising construction in terms of the sanctioned building plan granted in his favour. In view of the above, it cannot be said that the construction in question is being raised without conversion of the land and without obtaining sanction for the same. The writ petition being devoid of merit, is dismissed. There shall, however, be no order as to costs. Since no affidavit is invited, the allegations contained in the writ petition are deemed not to have been admitted.
