N.22Sl 151/CL 18.08.26 DL-17 Ct-07 (S.R.) WPA 21447 of 2026 Md. Javed v. CESC Limited & Anr. Mr. Bidyut Kumar Halder Mr. Indranil Halder Ms. Neha Singh … for the Petitioner. Mr. Ramchandra Guccahit … for the CESC. 1. Instruction handed up to Court is taken on record. 2. The petitioner complains of inaction on the part of the respondent CESC authorities in effecting electricity supply to the petitioner’s residential premises. 3. Mr. Halder, learned advocate appearing for the petitioner submits that upon the petitioner making an application for domestic electricity supply, the respondent CESC authorities have issued a letter dated July 18, 2025 calling upon the petitioner to get in touch with the Senior Commercial Executive at the regional office for reconnection of supply through a disconnected meter in the name of the petitioner. 4. It is submitted that the petitioner has applied for fresh electricity supply in his own name and as such, reconnection of a disconnected meter in the name of the petitioner might create problems in future. 5. Mr. Gucchait, learned advocate appearing for the CESC authorities submits that there are a number of disconnected meters at the existing meter board of the premises whereat the petitioner has sought for electricity supply. 6. It is submitted that in such view of the matter, it would be technically feasible for CESC Limited to reconnect in the name of the petitioner the disconnected meter bearing number 587432 through which, the premises where the petitioner is presently residing had been receiving supply. 7. It is next submitted that the petitioner would have to clear the outstanding dues to the tune of Rs.5,36/- only (rupees five hundred thirty six) apart from making payment of the other charges including security deposit for the purpose of getting electricity supply. 8. It is further submitted that the meter is the property of CESC Limited and, as such, once the electricity supply is granted through the said meter in the name of the petitioner, no person would be able to claim any right over the said meter. 9. Mr. Halder, learned advocate appearing for the petitioner submits that the petitioner is agreeable to clear the outstanding dues of Rs.5,36/- as submitted by the learned advocate appearing for 2 the CESC authorities. 10. In such view of the matter, this writ petition is disposed of by directing the CESC authorities to effect electricity supply in favour of the petitioner upon the petitioner paying the outstanding dues of Rs.536/- along with the other charges as may be applicable and complying with all formalities in accordance with law, within a week from the date of making of such payment and compliance of such formalities. 11. With the above observations WPA 21447 of 2026 stands disposed of. There shall be no order as to costs. 12. Urgent certified photocopy of this order, if applied for, be supplied as expeditiously as possible. (Om Narayan Rai, J.) 3
