The Court made the following ORAL ORDER:
Heard Ms. Ch. S.N. Meena Kumari, learned Counsel appearing on behalf of Sri K. Ramesh Babu, learned Counsel for the Writ Petitioner, Sri B. Ramesh, learned Assistant Government Pleader for Revenue, Sri Gudapati Lakshmi Narayana, learned Standing Counsel for Municipalities for Rayalaseema, Nellore and Prakasam Districts and Ms. D. Nagachandrika, learned Assistant Government Pleader for Finance and Planning. 2. Sri B. Ramesh, learned Assistant Government Pleader for Revenue has submitted the Written Instructions furnished by the Collector & District Magistrate, Tirupati District, Tirupati, dated 07.04.2026. Copy of the Written Instruction is also furnished to the learned Counsel for the Writ Petitioner. This Written Instruction is taken on record. 3. Having considered the facts of the case, this Court deems it appropriate to Suo-moto implead the District Collector, Tirupati District as Respondent No.5. Registry is directed to make necessary changes in the Cause Title. 4. Relevant portion of the Written Instruction is usefully extracted hereunder:
“In continuation to my letter 4th cited, it is required one week of time for the payment of the bill amount of Rs.1,20,064/- (EMD of Rs.2,082/- and FSD of Rs.2,544/-) to the Petitioner.”

The above extract indicate that the District Collector is seeking one week time for payment of bill amount of Rs.1,20,064/- (EMD of Rs.2,082/- and FSD of Rs.2,544/-) to the Writ Petitioner. 6. Having considered the above extract, this Court deems it appropriate to allow this Writ Petition with a direction to the District Collector to adhere to the undertaking given by him and pay the amounts to the Writ Petitioner within one week from today. 3
