SHEEP AND GOAT DEVELOPMENT CO-OPERATIVE FEDERATION LTD., (APSGDCFL), KOTHAPET, GUNTUR-522001. 2 ...RESPONDENT(S): Petition under Article 226 of the Constitution of India praying that in the circumstances stated in the affidavit filed therewith, the High Court may be pleased to issue an appropriate Writ, Order or Direction, more particularly one in the nature of a Writ of Certiorari tied Mandamus, declaring the impugned Suspension Order bearing G.O.RT.No.117, dated 29.04.2026, issued by Respondent No.3 herein, purportedly under Sub-Rule (1) of Rule 8 of the Andhra Pradesh Civil Services (CC and A) Rules, 1991, for an incident pertaining to the year 2021-22 and issuing the impugned proceedings with an unexplained delay just before the date of superannuation i.e., on 31.05.2026 as being wholly illegal, arbitrary, contrary to the statutory framework, vitiated by gross violation of principles of natural justice and unexplained delay of more than 05 years, excessive reliance on a preliminary enquiry without conducting a regular departmental enquiry, and a colorable exercise of powers violative of the fundamental rights guaranteed under Articles 14, 16 and 21 of the Constitution of India, and consequently set aside the same, and direct the Respondents to forthwith reinstate the Petitioner into service with all consequential benefits, including continuity of service, restoration of duties, payment of all salary and allowances withheld during the period of suspension, and permit the petitioner to retire on on the date of superannuation i.e., on 31.05.2026 with all consequential benefits, post retirement, viz., all terminal benefits including pension, gratuity and retirement dues, strictly in accordance with law, and pass such IA NO: 1 OF 2026 Petition under Section 151 CPC praying that in the circumstances stated in the affidavit filed in support of the petition, the High Court may be pleased may be pleased to dispense with the filing of the certified copy of the impugned Suspension Order bearing G.O.RT.No.117, dated 29.04.2026 and to pass such IA NO: 2 OF 2026 Petition under Section 151 CPC praying that in the circumstances stated in the affidavit filed in support of the petition, the High Court may be pleased may be pleased to suspend the operation of the impugned Suspension Order G.O.RT.No.117 dated 3 29.04.2026, and permit the Petitioner to continue in service as Deputy Director (Animal Husbandry), C.L.F., Chinthaladhevi, SPSR Nellore District and/or to treat his superannuation on 31.05.2026 as a regular retirement in accordance with service rules, with all terminal benefits without any withholding and Pass such Counsel for the Petitioner: 1. Learned Assistant Government Pleader passed on Memo No.2904532/Dy.&Vig.(2)/2025, dated 22.06.2026, wherein at paragraph 8, suspension of the Petitioner was revoked. 3. In the light of the same, the grievance of the Petitioner is redressed and the writ petition is closed granting liberty to the Petitioner to challenge the departmental proceedings initiated against him.
