G.P. for Revenue The Court made the following: 2 BSB, J W.P.No.14175 of 2026 ORDER: The writ petition is filed under Article 226 of the Constitution of India, seeking the following relief: “…to issue a writ, order or direction more particularly one in the nature of writ of mandamus declaring the action of the respondents particularly that of respondents Nos. 2 to 4 in not considering petitioner’s representation, dated 19.11.2025 submitted for rectification / correction of entire relevant land records, including Record of Rights, such as Adangal Pahanis and 1B Register, connected to his private patta land of Ac.18.38 cents in Sy. No. 203 of Chundi Village, Voletivaripalem Mandal, Prakasam District, occurred / committed in recording his said private patta land as government land or others and in continuing the said land in the list of prohibited properties for registration under Section 22A of the Registration Act, 1908, contrary to the final conclusion of the statuary proceedings as well as adjudications of judicial proceedings, as illegal, irregular, arbitrary and violative of the provisions of the Andhra Pradesh Rights in Land and Pattadar Pass Books Act, 1971 and Rules framed thereunder and offends Articles 14, 21 and 300-A of the Constitution of India and consequently direct the respondents to rectify the revenue records connected to the said land as patta land and delete the same from the list of prohibited properties being maintained under Section 22A of the Registration Act, 1908 by considering petitioner’s representation dt. 19.11.2025 in accordance with law and pass…” 3 BSB, J W.P.No.14175 of 2026 2. The case of the petitioner is, stated briefly, as follows: The petitioner is the absolute owner and possessor of dry land to an extent of Ac.18.38 cents in Sy. No. 203 of Chundi Village, Voletivaripalem Mandal, Prakasam District, having succeeded the same from his father late Sri Irupani Satyanarayana, who purchased the same from the legal heirs of the original owner by name Sri Raja Kaminayini Bangaru Ankappanayudu, under an unregistered sale deed dated 25.10.1978. The other facts mentioned in the petition are not stated herein as the disposal of the petition is otherwise than on merits. 3. The learned Assistant Government Pleader for Revenue placed on record a copy of written instructions of the respondent No. 4 vide Rc.No.DT/03/2026, dated 25.04.2026. As per the written instructions, an endorsement of the respondent No. 4 vide Rc.DT/03/2026, dated 08.01.2026, the petitioner was informed as follows: “...it is to inform that, you may file your request in online through GSWS / Meeseva along with connected supporting documents. After receipt of such online application, this office will take further necessary steps based on the record, proper enquiry and in accordance with law for submission of the proposals before the District Level Scrutiny Committee (DLSC), Prakasam District, Ongole and thereafter to submit the proposals to the Government of Andhra Pradesh for rectification of records of the subject land.” 4. In view of the same, the learned counsel for the petitioner requested to dispose of the writ petition giving liberty to the petitioner to take steps pursuant to the endorsement, since no such copy had been 4 BSB, J W.P.No.14175 of 2026 served on the petitioner and it came to the notice only through the written instructions. 5. Accordingly, the writ petition is disposed of giving liberty to the petitioner to file online application through GSWS / Meeseva portal along with connected supporting documents as suggested in the endorsement dated 08.01.2026. After filing such application, the respondents shall pass appropriate order as per law after giving an opportunity of hearing to the petitioner.
