(2) Since the issue involved in all these writ petitions is identical, therefore, these are being heard and decided together by this common judgment. However, for brevity, facts of Writ Petition (S/S) No. 1014 of 2026 alone are being considered and discussed here. (3) Petitioner is serving as Junior Clerk-cum-Computer Operator, on contract, in Social Welfare Department, allegedly since 2008. He is aggrieved by a communication dated 6.4.2026, issued by Director, Social Welfare, which is addressed to all District Social Welfare Officer. By the said communication, the District Level Officers have been informed that guidance regarding extension of tenure of contract employees was sought from the State Government, however necessary instructions are yet to be received, therefore it is not possible to extend the tenure of contract employees after 31.3.2026. (4) Learned Counsel for the petitioner has drawn attention of this Court to another 2026:UHC:2656 communication, issued to Secretary, Social Welfare by Director, Social Welfare, perusal whereof reveals that work of contract employees is still needed in the department. (5) Since the tenure of contract employees, including petitioners, is cut short only because the State Government has not issued the necessary instructions in the matter, therefore, writ petitions are disposed of by directing the Secretary, Social Welfare Department to consider the request made by Director, Social Welfare in his letter dated 6.4.2026 and take appropriate decision in the matter within three months from the date of presentation of certified copy of this order. For a period of three months or till decision is taken in the matter, whichever is earlier, petitioners shall be permitted to continue, as before, to discharge duties as Computer Operator in the Department.
