The petitioner complains of inaction on the part of the respondent CESC Authorities in effecting electricity supply to the petitioner’s residential premises. 2. Mr. Halder, learned Advocate appearing for the petitioner submits that although, a letter dated July 09, 2026 had been issued by the respondent CESC Authorities to the petitioner intimating the petitioner that inspection would be conducted on July 13, 2026 yet, no inspection was conducted and consequently electricity has also not been effected. 3. Mr. Sharma, learned Advocate appearing for the CESC Authorities submits that although, the letter dated July 09, 2026 indicated that inspection would be conducted on July 13, 2026 yet, due to an apprehended
2 shortage of personnel on the appointed day such inspection was proponed. However, even upon preponment, inspection could not be completed since the petitioner’s premises could not be located. It is further submitted that the mobile number furnished by the petitioner along with the petitioner’s application form did not help as the same remained unreachable at the relevant time. 4. It is next submitted that if the petitioner can provide an appropriate landmark in the vicinity of the petitioner’s premises so that the petitioner’s premises can be located and the number of the electricity pole nearest to the petitioner’s premises can be provided, the same would be helpful to CESC Limited. 5. Heard learned Advocates appearing for the respective parties and considered the material-on-record. 6. Since inspection of the premises is the very first step required for providing electricity supply to the petitioner and the same has not been completed, as yet, therefore, the petitioner shall provide in writing to the District Engineer, Howrah, an identifiable landmark in the vicinity of the petitioner’s premises along with alternative mobile numbers (which can be reached) as also the number of the pole nearest
3 to the petitioner’s premises, if possible. Within one week of the petitioner’s furnishing the aforesaid information, the CESC Authorities would conduct inspection upon prior notice to the petitioner.
Upon conducting inspection, if it is found that the petitioner is entitled to electricity supply in accordance with law, the CESC Authorities would effect electricity supply in favour of the petitioner subject to the petitioner complying with all requisite formalities and payment of necessary charges. 7. In case the CESC Authorities are still unable to locate the petitioner’s premises (despite the information as aforesaid being furnished to them), the CESC Authorities would inform the petitioner about the same forthwith. 8. With the aforesaid observations, WPA 20932 of 2026 stands disposed of. No costs. 9. Urgent photostat certified copy of this order, if applied for, be supplied to the parties subject to compliance with all requisite formalities. (Om Narayan Rai, J.)
