VIBHU BAKHRU, CHIEF JUSTICE) 1. The petitioners have filed the present petition as a public interest litigation, inter alia, praying as under: "(a) Issue a Writ of Mandamus directing the respondents to strictly follow regulations in accordance with law to make e-khata where there shall be no limitations to make e-khata. (b) Issue a Writ of Mandamus directing the respondents to take necessary steps in making of e-khata of the petitioners. (c) Issue any other writ, order or direction as this Hon'ble Court deems fit and proper under the facts and circumstances of this case in the interest of justice and equity." 2. The learned counsel for the petitioners state that there are large number of persons who are holding properties and are not - 4 - HC-KAR CNR: KAHC010324222025 NC: 2026:KHC:44336-DB WP No. 14080 of 2025 able to enjoy the same as the respondents are not issuing e-khata. He submits that delay in e-khata is also obstructing any transactions in those properties. 3. We are unable to accept that any blanket orders for issuing e-khata are required to be issued. The respondents are required to issue e-Khata subject to the applicants establishing their title/ entitlement to the concerned properties. The question whether the e-khata has to be issued would have to be examined on a case-to- case basis. 4. In view of the above, we decline to entertain the present petition. The same is dismissed.
