Petitioner was a contractor registered with Nagar Nigam, Kotdwar. She was blacklisted and FIR was also lodged against her under Section 409, 420, 467, 468, 471 IPC. Her bank account has also been frozen, therefore, petitioner has approached this Court seeking the following relief:- “i. Issue a writ, order or direction in the nature of Mandamus Directing the respondent authorities to defreeze the bank account in pursuant to the FIR dated 14/10.2022 (contained as Annexure no. 1 page no. 11 to 18 to this writ petition) (FIR No-0254/2022 at P.S. Kotdwar, District-Pauri Garhwal) for the offence punishable under Section 409, 420, 467, 468, 471 IPC.” 4. After arguing for a while, learned counsel appearing for the petitioner submits that since the petitioner’s account has been frozen on the instruction of the Nagar Nigam, therefore, petitioner be permitted to make representation to the Nagar Nigam. 5. Learned State Counsel submits that he has no objection, if petitioner is permitted to make representation to the 2026:UHC:2697 competent authority in Nagar Nigam. 6. Accordingly, the writ petition is disposed of with liberty to petitioner to make fresh representation to the Uppar Mukhya Adhikari, Nagar Nigam, Kotdwar, highlighting her grievances. If she makes representation within two weeks from today, decision thereupon shall be taken, as per law, within sibx weeks thereafter.
