On behalf of Akubag Jubokbrinda Club petitioner has approached this Court with present writ petition, inter alia, praying for direction which would permit petitioner’s club to convene blood donation camp and cultural activities on two consecutive days i.e. 25th August, 2026 and 26th August, 2026 at a place which comes under the jurisdiction of Bagnan Police Station, Howrah Rural District. 2. An application was made on 14th August, 2026 by petitioner on behalf of aforesaid club seeking permission to hold programmes on 25th August, 2026 and 26th August, 2026 before the concerned police authorities and it is submitted by Mr. Chatterjee, learned advocate representing petitioner’s club that no response is yet to be received from the concerned police authorities prompting petitioner to approach this
Court seeking necessary direction which would enable petitioner to hold programmes. 3. Mr. Das, learned Additional Government Pleader representing State respondents has filed a communication dated 23rd August, 2026 of Inspector-in- Charge, Bagnan Police Station and same is taken on record. 4. According to police authorities programme is to be convened at a place blocking approach road having width of 13 feet and in previous year said 13 feet wide road was blocked causing inconvenience to local residents. It is also submitted that there is mass petition from local residents canvassing difficulties which they faced in previous years for blocking public road. 5. It is submitted on behalf of State respondents that blood donation camp will be organized on 25th August, 2026 which is a working day that will cause inconvenience to commuters. 6.
Having considered respective submissions made on behalf of parties and taking note of fact that in previous years petitioner’s club convened similar programme on the occasion of Biswa Nabi Diwas, said club will be permitted to convene programme subject to following conditions:- i) Petitioner shall share mobile numbers and particulars of ten volunteers with Inspector-in-Charge,

Station, Howrah today by 9 PM who will be responsible for complying with directions passed by this Court; ii) Since 25th August, 2026 is a working day, petitioner’s club shall convene blood donation camp on 26th August, 2026 which will be a public holiday; iii) Vide application dated 14th August, 2026 proposal was made for convening cultural programme on 26th August, 2026 from 8.30 PM at night till 4 AM on 27th August, 2026 which shall not be permitted by police
authorities. Said
cultural programme shall be ended by 9 PM on 26th August, 2026. iv) While convening blood donation camp and cultural programme petitioner’s club shall not use DJ and sound limit shall be adhered to; v) Petitioner’s club shall not cause any noise pollution; vi) 13 feet approach road shall not be totally blocked so that local residents can ingress and egress. vii) Petitioner’s
club
shall
organize programme in a manner which will not cause inconvenience to local residents. viii) Inspector-in-Charge,
Bagnan

Station, Howrah Rural District is directed to depute adequate police personnel to maintain law and order and to see that no untoward incident takes place. ix) While convening programme participants shall not brandish arms and number of participants shall be restricted to three hundred fifty (350) and not more than that at a time;
7. With the aforesaid directions, writ petition stands
disposed of.
8. Learned advocate for petitioner is directed to communicate this order to Inspector-in-Charge, Bagnan Police Station, Howrah Rural District immediately without waiting for server copy of the
