A recommendation for transfer under section 10C of the West Bengal Central School Service Commission Act, 1997 was issued by the West Bengal Central School Service Commission in February 2026. 2. When the petitioner went to the recommended school for joining, he was intimated that there was no vacancy. The petitioner thereafter applied for transfer to the District Inspector of Schools (SE), Tamluk in March 2026. The same is alleged to be kept pending. 3. It has been brought to the notice of the Court that the Utshasree portal has been made functional presently. 4. In view of the above, the instant writ petition is disposed of with the observation that it will be open for the petitioner to apply in the prescribed format in the Utshasree portal. 5. If the portal is not functional, then offline application may be made. 6. The authority shall consider the online/offline application of the petitioner in accordance with law at the earliest. 7. All parties are to act on the server copy of this order duly downloaded from the official website of this court. 8.
