The petitioners have filed this writ petition seeking following reliefs: (i) to quash the educational eligibility criterion at column No.1 for the post of assistant insofar as it mandates production of the same along with the application as per notification dated 14.07.2026 bearing No.BeViCom/Praya(Aa Mathhu Ma.Sam) BC-50/3025/2026- 27/824 passed by the respondent No.2 (vide Annx-A) is concerned as it being arbitrary and unreasonable. Consequently direct the respondents to extend the cut- off date for production of the same till the date of document verification. (ii) alternatively, issue writ or order in the nature of mandamus or any other order as this Hon’ble Court deems fit, directing the R-2 to consider the representations dtd. 16.07.2026 and 21.07.2026 (Vide Annx-J and K submitted) by the petitioners and pass appropriate orders to the same in accordance with law. (iii) grant such other order or direction as this Hon’ble Court deems fit and proper in the facts and circumstances of the case, in the interest of justice and equity. - 5 - HC-KAR CNR: KAHC010511212026 NC: 2026:KHC:38938 WP No. 22930 of 2026 2. The employees who were appointed in 2017 under the respondent as a Junior Powerman and are working in Bangalore Circle as of today for the past 9 years. It is submitted that the petitioners, for the purpose of promotional avenues and to attain eligibility for the higher post, by obtaining the no- objection from the respondent, applied for a degree course and have successfully completed five semesters and have written 6th semester examination also as of 20.07.2026 and are awaiting for results and in the interregnum, respondent No.2 issued a notification inviting application for the post of Assistant mentioning that the applicants shall submit the marks card for having qualified along with the application before 28.07.2026. 3. The petitioners have filed the representations on 16.07.2026 and 21.07.2026 requesting to either extend the timeline for filing the application or to extend the cut-off date for submitting the - 6 - HC-KAR CNR: KAHC010511212026 NC: 2026:KHC:38938 WP No. 22930 of 2026 qualification document to the date of document verification. The representations remained unconsidered till date. Hence, this writ petition. 4. Heard the learned counsel for the petitioners and learned counsel for the respondents. 5. Learned counsel for the petitioners submits that the petitioners have applied for a degree course and have successfully completed 5 semesters and have written VI Semester examination. 6. Respondent No.2 has issued a notification inviting application for the post of Assistant. He has mentioned that the applicant shall submit the marks card of having qualified along with the Application before 28.07.2026. The petitioners have submitted a representations for extension of cut-off date. He submits that the respondents have not considered the representations. Per contra, learned counsel for the respondents submits that as on the date of issuing the notification, the petitioners have not completed the degree, as such, the petitioners are not eligible for the post of Assistant as per the notification. Further, he submits that the petitioners have no locus to seek for extension of cut-off date for submitting the qualification documents. On these grounds, he prays to dismiss the writ petition. 8. Perused the records and considered the submissions of the learned counsel to the parties. 9. It is an undisputed fact that respondents have issued a recruitment notification inviting the application for the post of Assistant and has mentioned that the applicants shall submit the marks card of having qualified along with the application before 28.07.2026. - 8 - HC-KAR CNR: KAHC010511212026 NC: 2026:KHC:38938 WP No. 22930 of 2026 10. Admittedly, the petitioners have appeared for 6th semester examination. But, as on the date of notification, the petitioners have not completed the degree and are awaiting the results of 6th semester examination. Merely, the petitioners have made representations for extension of cutoff date, is no ground to entertain the writ petition filed by the petitioners, since, as on the date of notification, the petitioners were not holding the degree. 11. Thus, I do not find any grounds to entertain the writ petition. Accordingly, the writ petition is dismissed. 12.
