Item No. 110 IN THE HIGH COURT OF MANIPUR AT IMPHAL MC(Review Pet.) No. 5 of 2026 State of Manipur & Anr. …..Applicant/s -Versus- Khullem Nishant Singh & 3 Ors. ….Respondent/s BEFORE HON’BLE MR. JUSTICE A. GUNESHWAR SHARMA Order 11.05.2026 [1] Present Mr. O. Ratankumar, learned Dy. G.A. appearing on behalf of the State applicants; Mr. S. Lokhendro, learned counsel on behalf of respondent No. 1 and Ms. Malemleima, learned counsel on behalf of respondent Nos. 2 & 3. None appeared on behalf of respondent No. 4 in spite of service. [2] By the present application, the State/applicants approached this Court for condoning delay of 177 days in filing review petition against the order dated 25.08.2025 passed by this Court in WP(C) No. 652 of 2025 with MC(WP(C) No. 607 of 2025 (Khullem Nishant Singh –vs- Union of India & 4 Ors.). [3] It is stated that the review petition is filed as State Government is of the view that the order dated 25.08.2025 may not be treated as precedent and in doing so, the delay of 177 days as mentioned above has occurred and the reason is explained in para 5 & 6 of the application. [4] Mr. S. Lokhendro, learned counsel for respondent No. 1/writ petitioner, fairly submits that he is not opposing the prayer for condonation of delay and this Court may pass appropriate order. [5] This Court has considered the application, recorded the submissions made at the bar and is of the view that delay so caused is not deliberated and has occasioned under the circumstances mentioned in para 5 & 6 of the application. [6] Accordingly, application for condonation of delay of 177 days in filing the accompanying review petition is allowed. MC(Review Pet.) No. 5 of 2026 is disposed of. No cost. [7] Registry is directed to register the accompanying review petition if the same is in order and list in proper course. JUDGE Kh. Joshua Maring KH. JOSHUA MARING Digitally signed by KH.
