As prayed for leave is granted to the petitioner to add Officer-in-Charge Singur Police Station as a party respondent to the writ petition. 2. This writ petition alleges inaction on the part of the respondent WBSEDCL authorities in effecting electricity supply to the petitioner’s residential premises. 3. It is submitted that despite the quotation money have been paid by the petitioner, supply has not yet been effected in favour of the petitioner by the respondent WBSEDCL authorities. 4. Mr. Koley, learned advocate appearing for the respondent WBSEDCL authorities submits that the WBSEDCL authorities are ready and willing to effect supply in favour of the petitioner however, they have not able to do so in view of the objection raised by the respondent nos. 4 and 5. 2 5. None appears for the respondent nos. 4 and 5. The affidavit of service filed in Court yesterday, when the matter was taken up last, reveals that while the postal article sent to the respondent no. 4 has been returned with the endorsement “refused”, the respondent no. 5 has been served. 6. In such view of the matter, since there is no representation on behalf of the private respondents, despite service, the Court has no other option than to proceed ex-parte against them. 7. Having regard to the facts of the case, since the petitioner is in settled possession of the subject property, therefore, the WBSEDCL authorities are directed to effect supply in favour of the petitioner, in accordance with law within two weeks from date. 8. In case, the WBSEDCL authorities face any objection or resistance in executing the job of effecting supply in favour of the petitioner, the WBSEDCL authorities will be free to approach the Officer-in-Charge Singur Police Station seeking Police Assistance for the purpose of executing the job of effecting electricity supply in favour of the petitioner. 9. In case, the police authorities are approached by the WBSEDCL authorities, the Officer-in-Charge will grant adequate police assistance to the WBSEDCL authorities for the purpose of effecting supply in favour of the petitioner. Costs for Police 3 Assistance shall be borne by the petitioner. 10. It is made clear that grant of electricity supply in favour of the petitioner will not create any special right or any equity in favour of the petitioner. 11. With the above observations, WPA 15159 of 2026 stands disposed of. There shall be no order as to costs. 12. Urgent photostat certified copy of this order, if applied for, be supplied to the parties subject to compliance with all requisite formalities. (Om Narayan Rai, J.)
