1. Heard Mr. Ankit Singh, Petitioner in Person. Also heard Mr. Ashish Shukla, learned Additional Advocate General, appearing for the respondents/State, Dr. Saurabh Kumar Pande, learned counsel for the respondent No. 5/ED. 2.
The present petition has been filed by the petitioner with the following relief(s):
“10.1 Direct the DGP, IG Bilaspur and SP Korba to conduct fair investigation in FIR No. 1085/2020 in respect of Khasra 663/3 and take action against Patwari Chakradhar Singh Sidar and other Revenue officials u/s 467, 465, 468, 471, 420 IPC r/w PC Act; 10.2 Direct the Collector Korba to restore name of Smt. Arunima Singh in revenue records for Khasra No. 663/3 and correct Bhu-Naksha to show road; 10.3 Direct the Commissioner Bilaspur to conduct departmental enquiry against erring revenue officials; 10.4 Direct investigation into conspiracy revealed by letter dated 16/03/2021 by Rajswa Nirikshak
3 Sangh; 10.5 Direct investigation into illegal detention on 18/03/2021 by SDM and Tehsildar; 10.6 Direct that CRMP No. 1046/2021 be heard along with present petition; 10.7 Direct CBI to take over investigation of FIR No. 1085/2020 and coordinate with ED in ECIR No. RPZO/01/2023/325; 10.8 Direct investigation against M/s Shree Krishna Buildcon Pvt Ltd and its Directors for role in conspiracy; 10.9 Take strict action against officers who filed closure report dated 30.01.2023 on 15/07/2025 to mislead this Hon'ble Court during pendency of CRMP; 10.10 Direct immediate registration of FIR and arrest of SHO Kotwali Korba and IO Maha Singh Dhurve as prayed in complaint dated 14/05/2026 and take action against SP Korba for dereliction of duty: 10.11 Direct CJM Korba to pass a speaking order on the 228 pages documents submitted on and and to 17/02/2026 18/02/2026 consider the same while deciding the matter in light of order dated 11/05/2026 passed in WPCR 258/2026; 10.12 Direct investigation and registration of FIR against Shri Rohit Agrawal and other Directors of M/s Shree Krishna Buildcon Pvt Ltd for criminal conspiracy, forgery and attempt to influence witness u/s 120B, 506 IPC; 10.13 Direct immediate transfer of investigation of FIR No. 1085/2020 to CBI as Police has failed thrice despite directions of this Hon'ble Court in WPCR 48/2026, WPCR 221/2026 and WPCR 258/2026; 10.14 Direct investigation into the discriminatory conduct of Respondents in violation of Article 14 of
4 Constitution of India and take action for selective against officers responsible prosecution; 10.15 To grant any other relief to the petitioner which this Hon'ble Court may deem fit & appropriate as per the facts & circumstances of the present case.”

Learned State counsel would submit that, pursuant to the order passed by this Court in WPCR No. 258/2026 (Ankit Singh (in person) v. State of Chhattisgarh and Others) on 11.05.2026, the matter was remitted to the learned Chief Judicial Magistrate, Korba for fresh
consideration of the closure report in accordance with law, after affording adequate opportunity of hearing to the petitioner/complainant and the necessary parties. Thereafter, a detailed further investigation was conducted and a fresh closure report was filed on 10.07.2026. The Collector also constituted a fresh team of revenue officers, who conducted re-demarcation of the disputed land, and the statements of the concerned officials and witnesses were recorded. However, none of them disclosed any material regarding the preparation or use of any fictitious or forged document, or any fraudulent alteration or manipulation of the revenue records. The Special Investigation Team, after examining the relevant revenue records, online entries, sale deed, demarcation proceedings and statements of the concerned persons, found no evidence to establish forgery, cheating or dishonest manipulation. The dispute was found to be essentially related to the location, boundaries and demarcation of the land, and no sufficient evidence was found to establish the offences under Sections 420, 465, 467, 468 and 471 of the IPC. Accordingly, after obtaining the necessary
5 approval, a fresh closure report (khatma) was submitted before the learned Magistrate, which is presently pending consideration.
4. In view of the submission made by learned State counsel and the fact that the fresh closure report has already been submitted before the learned Magistrate and is pending consideration, this Court finds no scope for interference in the matter at this stage.
5. Accordingly, the present petition is disposed of with liberty to the petitioner to approach the learned Magistrate and raise all his objections against the fresh closure report. The learned Magistrate shall consider and decide the same expeditiously, strictly in accordance with law, after affording due opportunity of hearing to the petitioner and other necessary parties.
6. Needless to observe, if the petitioner is aggrieved by any order passed by the learned Magistrate, he shall be at liberty to take recourse to such remedy as may be available to him in accordance with law.
