This Writ Petition has been filed for the following reliefs:- 10.1 That, this Hon'ble Court may kindly be pleased to issue a writ of Mandamus or any other appropriate writ, direction, or order, commanding the Respondent Authorities consider and decide the pending review/reconsideration representation dated 10-09-2025 to (Annexure P/7) submitted by the Petitioner, in the interest of justice; 10.2 That, this Hon'ble Court may kindly be pleased to direct the Respondents to specifically decide the point raised in the representation: "whether while granting promotion to the post of Assistant Registrar, the ratio of 1:1 was observed in stricto sensu in proceedings of promotion dated 20-01-2024 and 04- AVINASH SHARMA Digitally signed by AVINASH SHARMA Date: 2026.08.13 17:41:47 +0530 2 05-2024.", and grant consequential seniority and benefits if the rule is found to be violated, in the interest of justice; 10.3 Any other relief, which this Hon'ble Court may deem fit and proper, may also be passed in favor of the petitioner together with cost of the petition, in the interest of justice. 2. Learned counsel for the petitioner submits this Writ Petition has been filed making very limited prayer which is for issuance of a writ of Mandamus directing the Respondent Authorities to consider and decide pending representation of the petitioner dated 10-09-2025. The said representation seeks review/reconsideration of the administrative decision dated 16-06-2025 and specifically requests a determination on whether the mandatory ratio of 1 :1 (between Sections Officers and Private Secretaries) was strictly observed in the promotion proceedings dated 20.01.2024. 3. Learned counsel for the petitioner further submits that Respondents, being a model employer, are duty-bound to act fairly and dispose of the pending representation dated 10-09-2025 expeditiously considering the specific point that whether while granting promotion to the post of Assistant Registrar, the ratio of 1:1 was observed in stricto sensu in proceedings of promotion dated 20-01-2024. Keeping the representation pending indefinitely amounts to a denial of administrative justice, as such, he prays for appropriate direction to respondent for expeditious disposal of representation. 4. Learned counsel for respondent on instructions submits that they will consider the representation of the petitioner and will pass appropriate orders on it, in accordance with law. 5. Having heard counsel for the parties, it appears that petitioner has come before this Court seeking expeditious disposal of his representation dated 3 10.09.2025, which is pending before respondent, as such, without entering into the merits of the case, this Writ Petition is disposed of directing respondent to decide the representation dated 10.09.2025 of the petitioner within a reasonable time, as per the reliefs prayed by the petitioner in this petition.
