This Writ Petition has been filed against the inaction on the part of Respondent No.1 in not deciding the complaint case moved by the petitioner in the year, 2018 against the other respondents. 2. By way of this petition, the petitioner has prayed for the following reliefs:- 10.1 This Hon'ble Court may kindly be pleased to summon the entire record pertaining to Case No.13/2018 from the office of respondent No.1 by issuing a writ of certiorari and after perusal of record, may kindly be pleased to issue appropriate direction to the respondent No.1 for disposal of Case No. 13/2018 as soon as possible, in the interest of justice. 10.2 Any appropriate writ, direction or order may also kindly be passed in favour of the petitioner, which this Hon'ble Court deems fit in the circumstances of the case. 3. Necessary facts of the case are that at the relevant time, the respondent No.2 was posted as Accountant, Branch-in-charge Agriculture, District Koriya and the respondent No.3 was posted on the post of Assistant Director agriculture, Baikuthpur and thereafter he was posted as Sub Divisional Agriculture Officer at Baikuthpur, against whom, there were charges of corruption, but the department was loath in taking any action against the above said officers. That, the petitioner filed a complaint along with 19 documents showing the illegalities/irregularities, illegal financial gain of the above said respondents before the respondent No.1. That, in nutshell, it is stated that the respondent No.2 has involved himself in 3 corruption and from such corruption, work was carried out with undue advantage to private individuals and favoured wrong works and thereby earned huge amount, through which they purchased immovable properties in a very short span of time at various places at a cost of Rs.23,50,000/- and failed to show the source of income, out of which two immovable properties were purchased. The respondent No.2 remained silent, when asked by the department on various occasions. But, the department has not taken any action against the respondent No.2. That, similar allegations are against the respondent No.3, who during his posting as Assistant Director Agriculture Baikunthpur, has misappropriated huge amount and purchased immovable property in the name of his wife i.e. Shashi Bala Singh and the same land was sold to the wife of respondent No.2 by the respondent No.3. That, no action was taken by the department for such misconduct. That, the petitioner in the Month of January 2018 filed a complaint along with supporting documents, which clearly reveal that undue advantage of the post held by the respondent No.2 & 3 was taken and the department in place of taking action, turned its ear deaf and ignored the huge corruption committed by the said respondents. The case was registered before the respondent No.1 as Case No.13/2018, but the matter has been kept pending till date. That, when no action was taken by the respondent No.1, the petitioner sent a reminder letter through registered post on 10-06-2019 mentioning that, the respondent No.3 is going to retire in the month of July-2019 and therefore the complaint case 4 pending against him be expedited, but thereafter no heed was paid by the respondent No.1 on the reminder letter of the petitioner. Hence this petition. 4. Upon query to learned counsel for the petitioner as to when the said complaint was moved by the petitioner, learned counsel for the petitioner submits that the complaint was moved by the petitioner before the Chhattisgarh Lok Aayog, Raipur (C.G.) in the month of January, 2018. 5. From perusal of the petition, it appears that no date has been mentioned in the complaint, however, from the perusal of the affidavit which has been shown by counsel for the petitioner, it appears that on 24.01.2018, the said complaint has been prepared. 6. On query, learned counsel for the petitioner is not able to submit as to what had happened in the said case, in such circumstances, this Court deems it appropriate to dispose of this writ petition directing petitioner to pursue his complaint before the concerned Lok Aayog.
